Is 'education' a basic right?

This is about countries which deny or discourage basic education to their citizens.Governments spend millions and milions on different programs but on educating their illiterate brethern.Governments do not put right amounts and right methods for educating their masses.Instead they blame the poor for their illiteracy. Humans have advanced like never before in scientific pursuits. Each and every problem is taken as a challenge and an effort is made to find a solution.And most of the times they succeed in these pursuits. But why they are not making their citizens LITERATE?
