What is the best way to grow grass

I was just wanting to know the best way to grow grass in a new yard, say at a recently new home that has all dirst around it, no grass growing at all right now, does anyone know the best way to get grass to grow?

There are a lot of expensive fertilizers out there and other products. But just for simple's sake, I would say to start till up the soil about 2 inches deep or so. Then rake in some grass seed. Then cover it with straw and put up a "Keep Off Grass" sign.
