What can the IRS do to someone over social security taxes?

I wonder if anyone knows what the IRS does to people who owe social security taxes they cannot pay.What if that person cannot even afford a lawyer.What if they barely pay the other bills they have. Well what do they do to you? Do you go to Jail?
