intellectual capabilities

how would you measure a persons intellectual capability? would you say that the person isnt smart or has nothing inside their head just because he/she hasnt finished his/her college years? what if he reads a lot but just cant get that last subject to graduate or doesnt want to take that subject to graduate? or would you think a man/woman is smart just because he/she has finished college and has gotten another degree but when he/she talks doesnt really know how to connect it to you or to whatever he/she is talking about?
