Getting ideas for design

Well have you ever started your design software to make your webpage and than you suddenly have no clue about the design you want or the layout. Even after i get the layout i wanted i get stuck deciding on the colors and images to place on the webpage.. so how do u guys start ur websites with ur preferred design? Do u buy them or look for free templates or get someone else u know to do it for u?
