The Province of Mactan Islands: Is This Possible?

Have you heard of this proposal?
After Lapu-lapu City becoming a highly-urbanized city, a lot of proposals from the politicians came out. Tommy wants to annex Cordova to his north disctrict. Inday wants it to remain in the 6th district, together with Consolacion and Lilo-an from the 5th. But another suggested, convert the entire islands of Mactan into province. Cordova will still be part of the province while Olango Island will be converted to a municipality.
Is this possible? What can you say about this?

I think is is possible. Theres always possibility of change in places we used to live.
Bukidnon province is one concrete example. Now there are already two cities there and still planning to convert some municipalities to cities soon. I hope my very own Kibawe Bukidnon would become a city soon. lol.
