The tulip thief. What the heck happened to them?

Tulips that didn't come back - These are my tulips that didn't come back.

The aliums are blooming in the back. The coreopsis is tall. You can see them in the photo. The beautiful bi-color tulips in the center where a real treat. The produced multiple flowers on single stems. One of the best things about them is that they start off yellow then turn reddish pink. This year my aliums are blooming. The coreopsis is getting tall and there are no tulips. Just an empty space where they once were. I'm sad that they didn't come back. What do you do to get your tulips to return the following year?

My brother in law didn't plant his but 3-4 inches and some didn't come back whereas my sister in law planted hers 6-8 inches and they all came back she also covered them with mulch in the colder weather months and used Mircle Grow plant food. My brother in law used the Mircle Grow as well but didn't have the same results.
