English vs International English

I've noticed recently that a lot of software that I've installed on my computer lists English and International English. Obviously this is because of American English not using the same spelling as English, for example, in English it's colour but in American English its color. I don't have a problem with that (well I do but that's for another rant lol), but why is it that the English spoken in England (and the United Kingdom as a whole), the real "Queen's English" is considered International English??? Surely it is American English that is the International English?
