How to Handle A Teenage Smoker...

My neighbor is yelling again and it's late at night here. It's because her son, who is only 13 years old, started smoking.. Instead of keeping it down because most neighbors are already asleep, she shouts non-stop.. The teenage boy hurries inside so her mom would follow as she continuously yells. She's a single mom with 3 other kids. What would you do if you found out that your kid is smoking? Would you also yell at them? Then, How would you handle the situation?

well, in this situation.. I AM the SMOKER. and no. my mother didnt yell at me when she knew, well for the fact that she threatened me though, now everytime she enters my room, she just sort of.. "when can you stop that?" like it.. =)
