man gets 15 years for keeping his children locked up

I was just reading on somersetkentucky.com a man had his 3 children ages 4years old to 7 months locked up in 2 bedrooms with no air conditioning no bathroom and no way to get out of there rooms,the article says the children were so dirty and hungry they were attempting to eat there own feces.That is just gross.Where was the mom?No mention of a mom in the picture in the article,well I`m glad they found the children before horrible had happened.
