How should my phone be set up to send and receive text messages?

nothing is their to set up......... contact ur network problem if there is a problem in messaging service........

There is no special set up for this. There should be a menu option for you to send messages, your phone (if capable) will automatically receive messages. If you are unsure if you phone can do this, contact your cellular service provider.
