Can I refer my friend to myLot who uses same ISP which I use?

My friend and me use the same ISP.And our ISP provides dynamic IP which changes every time we connect to the net.SO we get randomly generated IP's. SO there is a chance that we use the same IP in different days.SO can I refer him to myLot as my referral.Is this violates any rules of myLot?

I don't think it makes any difference. My husband and I are on a network here at home and we haven't had any problems. I know of others who have family members here too.

Do both of you same computer to work in mylot? And is your husband your referral?

We have separate computers but work from the same modem via a router box. I believe that gives us the same ISP. And yes, he is my referral (although he isn't active).
