Driving without drivers license and not on legal age.

Driving in a minor age and without drivers license is not safe. If you know someone who drives without a drivers license and not on legal age? How would you react?Will you tell them not to drive or allow them

My daughter is 13 and she already know how to drive.She drove several times before but only around our house or just a block away from our house.Now, i won't let her drive until she will get her license after 2 years.

It is against the law and I would report that person. That person needs to get a license like we all have to do and obey the law.
