Amendment to law in attempted suicide

I was reading an article this morning in the newspaper about and amendment being proposed to allow for Euthanaisa and a change in the law for people who attempt suicide. While I think Euthanasia is a very personal subject, what I wanted a feed back is on the 2nd part i.e people who attempt suicide. The present law in my Country states that a person who attempts suicide will be imprisoned for a period of 1 year and made to pay a fine. How does this serve a purpose ? I hope the new law makes more sense
