I have personally worked for GetAFreelancer and Odesk. You'll just need to be patient. Having some programming skills is a plus but is not required. There are also data entry jobs, virtual assistants, data mining and research, and many more jobs that you could apply to.

If you're looking for a job involving calls, you might be better off looking in your local newspaper for a work-at-home legitimate job. Check out the classifieds; some people let you do cold-call sales and the like at home, either for commission or a low/decent pay. Online work-at-home jobs are, more often than not, scams and frustration waiting to happen.
