how do you rank people???

i do not know how to rate other users in certain areas and discussions and i see how people are ranked all the time:
so how do i rank people's posts?do you have to go their profile or do a certain thing while replying to them.

Look to the right of a discussion. Or to the answer someone gives to the discussion. You will see a plus sign. Also a minus sign. Either of these will rank the discussion. + is for positive.- is for negative. THat is how it works. The ! reports inappropriate content.
