why can't my PowerMac G4 be installed a os classical 9 system?

My powermac G4/1g/512MB/60G , bought by my brother in 2002. I used to install Mac os x 10.3, recently i have to deal some file in freehand 8 format, so i need a mac os 9 environment to run my freehand 8 software. but there was a "Error system #7589431" occur when i tried to insall it. who can help me?
