help!!! cat poop everywhere!!!

Well, not really every where but I got your attention didnt I! All of the neighborhood cats have been using my garden as a giant litter box and some of my vegatable plants have started to die. How can I keep them out of my garden without having to cover it with a net. I tried some repellant that we bought at Lowes that has garlic and some kind of blood in it but it didnt work. What can I do to keep them out?
