Work release and work ethics

I work for Wal Mart, and I didn't realize it until a friend brought this to my attention: Wal Mart will not hire anyone on work release. I always thought their hiring practices were fair. But I do not think that is fair because those who are not felons, are not always willing to work or have very poor work ethics. At least with work release prisoners, they will show up on time, work and not call in. Other places will hire them, but not Wal Mart. DO you think this is fair if someone is on work release and is trying to change but not given a chance?
