It seems from the news we see everyday that the world is filled with a lot of chaos. Robbery, Theft, Greed for Power, Corruption, and other similar evil deeds put the game on to survive. There are a lot of people who came to participate in this circle because they were left with no choice but to do stuff alike for a living.
