Any way to correct the "all about me" generation?

OK I was talking with my mother about this tonight, she has been in education for the past 35+ years. She believes that the "give me" generation is because of the welfare system that has been going on for 4 generations. Over this time the idea has become that "if you are having hard times the government should help you and your children, because you can't do it yourself." This has led the children to see over and over everything being given to the adults and now we have a generation of young people who EXPECT everything to be given to them. For example we went to Chuckie Cheese and had MULTIPLE children come up and ask my husband or myself for tokens. This is not something I would have ever DREAMED of doing, and if I had my mother would have beat my rear end raw! The key to me is what she said though, they EXPECT that we should give it to them, and when we don't we look like the bad guy. What in the world can we do to fix this?!?!?! I have a young daughter who has to live in this world!
