Have someone to host the site for free, but then it is a hard job if you want like a social network site. You could buy your own server. Creating a website have no cost at all, you can do yours simply by using easy to learn programming languages like ASP.Net. With a few tutorials you can manage to create you own. But domain hosting for free? That's really really hard to find...or so I think. I hope responses come to this discussion, as this man's quest to develop a website for all is very fascinating. I have never heard about a company giving out free domains.. that will cost money for sure. You get hosting for free there are hundreds of half decent ones but the best they will give you is a subdomain for example yoursite.wordpress.com If you really need a domain than they aren't really expensive maybe around $5-15/year.
