Loans, loans, loans

Which bank in the Philippines can I get personal loans that doesn't ask for high interests? I couldn't apply in government agencies like PAG-IBIG, SSS, and so on..it takes time and it needs a lot of ID'S and stuff. I'm choosing between Citibank,BDO or HSBC. please help..thanks..
