Hi I need the implementation of this paper"http compression techniques" .I don't undrestand some part of this paper .is there anyone that help me?

I'm not sure I understand your question. Are you talking about a paper that you found in an IEEE journal, and you can't understand the paper, or, are you trying to locate a paper? The weblink you gave also doesn't make sense. It isn't a web address. Again, is there something on that website that you are trying to understand? Please provide more information.
