What do "loose hangers" mean in this sentence?

"Some parents are demanding; others are loose hangers. " Actually from this context, we can guess the meaning of "loose hangers" which have the opposite meaning of "demanding". I want to know whether hangers have such kind of meaning to refer to such kind of person for I cannot find the suitable meaning in dictionaries? So I want to ask native speakers.Many thanks.

To be honest I am not aware of these words used in this context either?? What I take it to mean though is that some parents are demanding yet others are laid back or easy going. If my understanding of the context behind "loose hangers: is correct then other terms could be easy going, laid back or indifferent. There is the term "hanging loose" which generally means you are relaxed or at ease. Maybe this is what they are trying to say here?
