Health is Wealth OR Wealth is Health

We often say, Health is wealth. But without wealth, how to maintain a good health. Im from a third world country. I saw many street children is working hard for a dollar so that they can eat. So, from my point of view, "Health is Wealth" is nothing but a richman's concept whereas "Wealth is Health" is practical concept. What do you think? Why? Thanks
