The car ahead of you is too slow and the one behind you is too fast, why?

Sometimes when we drive, we notice that the car ahead of us is moving like a snail but the car behind us is moving so fast. The truth is though, both are at their usual speed, only our perception gives us the impression above. Have you ever experienced this? What do you think should be done? Is this a good practice?
