First thing I'd like to ask you is what do you mean by psychotic, do you mean psychotic or psychopath? If you are pertaining to psychotic person or psychosis it means they lost contact with reality. Psychosis happens between 16-30 years old. They have this hallucinations, their personality changes such as mood swings as you've said. But it can be treated with anti-psychotic medications.
