A drunken neighbor

My neighbor has a severe alcohol problem and is in deep denial. When she is drunk, she is surly and llyish ( if that is a word). She taunts and picks on the neighborhood children because they refuse to play with her daughter. When the children did want to play with her daughter, she would run them away, by being over bearing and mean. What would you do with a neighbor like that?
