that speed seems very low. which country do u live in. i live in india . my isp provides me a speed of 200 KB/s. though it is also compared to the rest of the world, this is maximum speed available for home usage. i am satisfied with this speed since i was first using a dialup which provided just 10 kb/s.

I have a WLL Internet connection, which provides me with 152 kbps speed, but amazingly, I am getting upto 23 KB/s (184 kbps) during night hours. The best part of this connection is that I have an unlimited download account, means I can use as much as I can at charges of just 250/- Rs a month, which equals about 5 USD. My plan is a WLL plan that is implemented to provide Internet connections in rural areas where the Telephone lines are not yet situated. The name of the ISP is BSNL, Or Bharat Sanchar Nigam Limited.
