Is our National Guard being used properly?

I watched an excellent report on Bill Moyer's Journal today about the improper use of our National Guard troops for purposes other than which they were intended. The report detailed how and why the National Guard was created for the express purpose of assisting in emergencies from state to state. This includes events such as natural disasters, civil disobedience, etc. It is common knowledge that the Guard has been deployed constantly since the outbreak of the Iraqi war. Do you think this qualifies as a misguided use of our National Guard? The facts were brought home during the Hurricane Katrina disaster when it was discovered that there was a shortage of available troops here at home.

My personal opinion is if they were worried about proper use of the national guard they should not have cut funding to the military. If we had enough military then we wouldn't need to misuse the guard.
