is it true that america borrowed money in china to pay the gasoline in Dubai?

Yes it is very true in your own eyes but I think they only borrowed a Million in china but the worst in it is that in my Country here in Kuwait they borrowed a 3.3 Billion Dollar worth of money because as what I know the America is down at this time for their economy also........
