sometimes slow internet speed is due to traffic in your isp provider and most of the time due to viruses in your pc- especially if you have trojan-loggers virus which jams your packet signals to your modem/router.. it happens to us most of the time in our company network.. every time we notice network slowdown, i scan/clean one by one the pc and remove all the virus.. my advice is to invest in a good anti-virus.. such as mcafee or eset.. they have trial downloads so you can evaluate their products within 1 month..

the exact bandwidth that ur service provider provide u can be found in the modem configuration. just type 192.168.1.1 and give the modem's administrator username and password. (usually all modems have admin as both username and password.) this will show the upload and download speed ur service provider gives u. but the actual speed u get will always be less than the speed ur service provider provides u. to check ur actual speed try sites like speedtest.net . they will show both the upload and download speed that u get

Try also http://www.speedtest.net/ it has a lovely flash site which normally use to benchmark your internet speed. Its a good idea to have different multiple sites so that you could compare more or less you true speed. Different times of the day also has an effect on these speed so do it on peak and off-peak hours.
