after my computer crashed I had to download all my software back. Now that I got it going. It wont let me use my vivitar 35 camara as a web cam. It says I dont have a video software? What does that mean and why is this happening now that I got it fixed.

Have you installed the software that came with your camera? If not, that is probably your problem. Also, when you plug the camera in, does the USB port recognize it?

try using some video capture software for video capture.. for eg if you are using windows xp then you can use the windows movie maker as a cature software. otherwise try using the bundled software that came along with the camera. update the video driver and try installing the video codecs for eg nimo codec pack for additional codecs.
i think this should fix your prolems
