Technology to make Storms? is this true?..

I wish I had kept the link to something I read about a year ago about this. I believe more than one country has been developing methods of changing the weather, including the US. In fact, the story that I read last year talked about a specific storm in FL that was supposedly caused by "seeding" the clouds.
