No, it's impossible. If she said like that it means she doesn't fall in love with any of you. She just like or feel crazy about you two, but not love. Love is deeper than just admiring physical appearance, enjoying time together, or wanting to meet oftenly. When you really fall in love to someone then there will not be someone else that could replace you. If she start to see aomeone else, it means she doesn't love you anymore; her feeling has downgraded from love to like or crazy about or admiring.

If she really claims that she is in love with two guys then she must have spent months of friendship with these guys and later on blossom into a deeper feeling which is love. But If these two guys are her suitors and she can't seem to make up her mind then I agree with you, she is just confused about her feelings or she likes the idea of having someone courting her and making her feel special. Maybe she's not ready to loose that kind of attention that's why she is not choosing.
