Cyber cafes must not allow anyone to browse without photo and address proof to track ciber criminals.

but thats really not the case cause criminals nowadays have their own computers.

Yes cyber crime can be stopped thanks to the people browsing online. Despite that hackers and other criminals know how to hide their IP there are ways and means which I am not going to disclose here that can reveal their true IP. Police have special units qualified in IT to track down such criminals. Although its time consuming rest assured that such criminals can be stopped.
