I just joined it myself and was looking around and don't see anything about it being US only. In fact I know other canadians have joined too. There is postal code and provinces in the sign up area. I don't know about other countries but they have a contact us part where I guess you can get the information on that to make sure. Since like it can talk a while to reach a cashout so wouldn't want to waste a lot of time for nothing. Good Luck! Vicki

Actually it was through the contact us part where I realized that it was not for non-us (and non-canadian) citizens. On the list of countries, Philippines wasn't enumerated.
On their reply (I made up a fake address just to send my question, and it passed their system), they said that they will assume that the address I provide is my address. But I still have to submit something - something only us-citizens (and also canadians :P) have. I think it's SSS...
Anyway, I'm still not sure about everything, maybe I'll ask an aunt in the states to create an account for me :P
