A strategy war game that has natural disasters in it?

I remember reading about a war strategy video game, in the vein of "Command & Conquer", on gamespot I believe where it mentioned that natural disasters can happen (storms, tsunamis, fires, etc) during big battles. I thought it was "Act of War" but that doesn't seem to be the case. Any one know which game this is?
