Smoking Around Kids

Sorry every if this seems like a rant or 'venting' in a way, because this topic i'm really sensitive about. Okay, here's my story... The past 2 days (yesterday and the day before) when walking to pick my sons up from elementary school 2 different mothers one on each day were walking (onto school grounds) going to pick up their child WITH another younger child (one in a stroller and one walking) in one hand and a lit cigarette in another puffing away. they DID put the cigarette out before entering the area where the parents wait to pick up their child, BUT they just through it into the school parking lot (remember, on school ground). Not only are you putting your kids and other kids in danger, your littering as well. Anyway, i was disgusted and appalled by the fact. If these mothers are doing this while walking outside, what makes me think they don't do it while in the same room at home with their child. my husband is a smoker (i don't approve, but i can't help it) and he does drop our kids off and on occasion pick them up, but at least he has the control NOT to smoke anywhere near them or other children/people. For me, its bad enough you harm yourself, why harm others, especially young developing children.. my grandmother smoked while watching me when i was younger, which is probably a reason why i feel so strongly against this. i never liked it, i couldn't voice my opinion, although she was as considerate as she could by going outside (but leaving the windows open so i could still smell it), it was still hard on me and eventually later in life i would have a hard time breathing when smelling that same tobacco smell. I'm pretty sure there is a No Smoking on School Grounds Policy in effect, which is probably why they toss the butt before they reach the actual sign. I honestly feel it should be illegal to smoke on near children (which includes in homes with children, schools, parks, or any other place populated by children http://pokedandprodded.health.com/2008/08/25/should-smoking-around-kids-be-illegal/ ) and in California there is a law in place which goes in the right direction where its punishable by law if you are caught smoking in the car with a child in the car with you. Even my husband things its a good law. So, let me as you parents, smokers, and non-smokers....are our children safe? aren't we as societies adults supposed to protect the well being of our future? then why should we let people place them in jeopardy? Any opinions will be great. debating is fine as long as its tasteful. everyone is able to state their own opinion, including me. Thanks.
