Accidents due to stray dogs?

Sometimes the street dogs become very dangerous and cause accidents to bikers and even sometimes to walkers just by chasing them or barking on them without any reason and by this the riders get scared and indulged in an accident which can be fatal to his life, my brother and my best friend both got severe injuries due to accident when chased by dogs, my freind broke his hand and faced a lot of trouble including unbearable pain and not properly able to manage his business, I hope one the responsible persons will understand this and keep the stray dogs away from the locality place your comments on this and also suggest some solution if your had thanks
