7-year-old boy breaks into a zoo, bashes lizards' heads with rocks, etc.

In Australia, a seven-year-old boy breaks into a zoo, bashes lizards' head with rocks, and feeds various animals to a crocodile.
I think that the child is seriously sick since he has the tenacity to do this. But most of all, the parents must be blamed for letting their child go out in the middle of the night. They should be held responsible for the child's actions, as the child is still young to comprehend the severity of his actions.
What are your thoughts on this?

Okay so theres a sociopathic killer in the making..that said, I think the boy should be placed in In Patient psychiatric care for some serious evaluation and what not BUT as for the parents UNLESS this child HAS snuck out of the house before during the night i wouldnt be too inclined to blame them..HOWEVER if this sort of thing has happened before then yes they need to take responsiblity for their lack of actions.
