Second mortage on property -lienholder never attempted to collect since 1999

My children bought property without knowing the legal termonolgy a second mortgage was inserted into the agreement- no attempt to collect no sort of notification from the second lienholder since 1999 at the initial closing second lienholder cannot be found, the title is clouded how can we clear the title
