how to withdraw the cash from the paypal

hi,as we know,we get cash from our bank accounts by paypal.and i got some imformation that you can't get the money from paypal if you are not American.so now i am puzzled whether the imformation is right and which bank card you use now .thanks for the imformation.

i am from the uk and i use paypal a lot, u can either withdraw to ur bank, or if u can apply to get a paypal prepaid debit card and withdraw with that.
takes 24 hrs to transfer between paypal and the card, its a visa. www.paypal.com
the card cost £5 but its worth it.
i use it a lot as i sell on ebay so it handy to get my funds quickly rather then wait 4-7 days for it to reach my bank account.
