Smoking in nursing homes?

Should residents who reside in nursing homes be allowed to smoke in designated areas of the facility? Is it their right to smoke it what constitues their home or is it an infraction of the rights of other non smoking r4esidents and the staff that work there? Would in constitute a workers health and safety issue?
