Ok, Roads didn't go down well. How about the Health Department? One farmer's wife with a talent for cooking & baking decided to extend her hospitality to weary travellers and serve them tea/coffee & cake or light meals. Immediately the Health Department jumps on her (because they know where to find her) and start laying down their endless & sometimes nonsensical rules. "You have to have at least 2 fire extinguishers and a fire blanket in your kitchen because you make one portion of fries every 2 hours". "You have to list each of your suppliers of perishables and have a certificate from them that say they are legal"....etc...etc. Yet, in town, street vendors are slaughtering animals in apallingly unhygenic conditions, cooking the meat on the sidewalk with offal running down the open gutters, and selling it to passers by! That night they will pack up and be gone to different location the next day. Go figure! The Dragon.

Well, it is well understood that if you are doing the kind of food and beverages businesses such as food outlet. You have to abide to certain rules. Such rules may seem troublesome but they are necessary to ensure the cleanliness and safety of such food being served to the customers. At the same time, having fire extinguisher kind of equipment is to ensure that they can be used in the case of fire which can slow down the spread of fire.
