Jump on the dumpster in the ally way across from the blown up building.
From the dumpster, climb on the fence.
From the fence, jump on the tank.
Jump from the tank to the porch roof.

You just run on the fence onto the roof. However it is boring when everyone is just trying to get there. This may intentional or just a glitch.
