When is best time to start a new discussion?

I want to know when can I start a new discuss and can be viewed and responded by more people. Can someone tell me the answer? Thanks....

I don't think most of the people here know about it. As i read that no one bother to survey on it. Its hard to tell too as we are all from different country and different time zones. Sometimes i think its depends on topics and luck to get more respondent.
