I have reached the minimum payment of $1 at 247bux and want to cash out to my Paypal account. However, I get an error, saying it is unavailable. Why can't I cash out to my Paypal account and when is it going to be available and the error fixed?

Did you check the message forum? That is the best place to ask those questions. The admin usually post all the answers to those kinds of questions there. You might want to check it out but until then, you might want to cash out with alertpay that way if the site goes down, you will have your money atleast.
