This is their way of mitigating multiple accounts. In order to be verified for Paypal or AlertPay, your address, etc. must be checked and verified. This prevents you (unless you want to jump through a lot of hoops) from creating multiple accounts. Therefore, if you sign up with a verified Paypal/Alertpay account, they know you will not be signing up ten more times in order to defraud the site. This also helps prevent signups from countries that produce a lot of the fraud since they aren't able to be verified in Paypal or AlertPay.
